HON. CHIKA CHRISTOPHER MADUMERE

 

Hon Chika Christopher Madumere is the member representing NkwerreConstituency in Imo State House of Assembly.

 

Born on the 4th of September, 1964 in Port Harcourt Rivers State, Hon Chika C. Madumere is the second child of the marriage between Elder Godwin EgonuMadumere of Obinihu village in Nkwerre and Mrs Cecilia OhiriMadumere of Ukwuinyi village Nkwerre town all in Nkwerre Local Government Area of Imo State.

 

He started his primary school education at St Michael’s Primary school AbaAbia state in 1970 from where he moved in the same year to All Saints Primary School, now known as Premier Primary School Onitsha, Anambra state, when his father who was working with GB OllivantLtd (A division of UAC Nigeria) was transferred to Onitsha branch of the company from Aba branch. He exhibited  ahigh level of intelligence and came first among all the primary 5 & 6 pupils drawn from all the primary schools in Onitsha Division of the Old East Central State that participated in the Mock Common Entrance Exams at that time.

 

In 1974, at age of 10yrs he was admitted into St Augustine’s Grammar School Nkwerre for his secondary school education from where he passed out in flying coloursin 1979 with Division II as at then in the West African School Certificate Examination.

 

He studied and graduatedin Metallurgical Engineering and Materials Science and subsequently served the National Youth Service Corps (NYSC) scheme in 1987 at the Headquarters Mechanical Workshop of the Upper Benue River Basin Authority Yola, in the then Gongola state,  but now Adamawa state.

 

He worked briefly at the Central Laboratory & Quality Control Unit of the Ajaokuta Street Steel Company Ltd before going into private business. He built a business empire over the years and became the Managing Director of Es-chifainoNig Ltd a company that is into Civil Engineering Construction, Highway Engineering, sand dredging and consultancy services with 42 people in the company’s employ:

 

He is happily married with four (4) children and has contributed immensely to the economic, educational and social development of the people Nkwerre LGA. He has assisted and sponsored several youth empowerment programs, sited 2 boreholes projects at Eziama and Amaokpara communities, refurbished another two boreholes at Umuwala communityNkwerre and Umukalu village Nkwerre, enrolled 40 pupils 4 from each of the 10 wards in Nkwerre into his scholarship scheme in 2010 before Governor RochasOkorocha took over the administration of the state in 2011 and started free education in Imo State primary, secondary and tertiary institutions.

 

He has affected lives, left legacies and generally contributed to improve the standard of living of citizens and residents of his community and the entire Nkwerre LGA.

 

In April 2015, he contested and won the election to represent Nkwerre constituency in Imo State House of Assembly. He was first appointed Chairman of House Committee on MDG’s by the Rt. Hon. Speaker before appointed Chairman Committee on Budget, Planning & Appropriation. He is presently the House Committee Chairman on Due Process.

 

 

Bills sponsored

 

He has sponsored two motions & two bills and has co-sponsored several others in the few months he has been in the Assembly. The first Bill is “A Bill for a Law to Impose a tax to be called General Sales Tax on Specified Commodities and Services rendered for monetary considerations within the territory of Imo State.”

 

The second is“ A Bill for a Law to make provision for the consolidation of all Property and Land based rates and charges payable in Imo State into a new Land Based Charge to be called property land use charge, to make provision for the levying and collection of the charge and for related purposes.”

 

The first motion is “A motion to urge His Excellency, the Executive Governor of Imo State to appoint  forensicexperts to in conjunction with the House Adhoc Committee, Reconcile and recover excess bank charges that might have been erroneously charged on all bank accounts of Imo State Government by the bank from 2004 till date with a view to recovering same.”

 

The second motion which came as a matter of urgent state importance is a “Motion to urge the Executive Governor of Imo State to urgently intervene in the new wave of criminality hounding and bedeviling the people of Umukabia village in Nkwerre constituency and urging the State Commissioner of Police to personally wade in, track and recover four infants that were violently snatched, one after the other from their parents by armed bandits within a space of 6 months.”

 

Finally during the electioneering campaign period, he promised to give his constituent effective, quality and impactful representation and he has so far demonstrated this resolve with his intelligent and articulate contributions to legislative business in House of Assembly.
