ACHIEVEMENTS

 OF  

MINISTRY OF AGRICULTURE, ENVIRONMENT AND NATURAL RESOURCES

In line with the Rescue Mission Agenda of the Present Administration of His Excellency, the Executive Governor of Imo State, Owelle Rochas Anayo Okorocha, OON, there are giant stride achievements in the Agricultural and Environmental Sectors.

Agriculture provides employment to majority of our people through its value chain. This administration has been consistent with the commitment to generate sustainable employment and boost domestic agriculture.

Below is the summary of the achievements from 2011 till date

1. OIL PALM DEVELOMENT PROGRAMMES / SUCCESSES:

 The Ministry has procured over 250,000 sprouted improved Oil Palm seedlings and distributed same to Imo Farmers.

 Established 10Ha of oil Palm Plantation at Ngor-Okpala LGA, while sites have been acquired for the Zonal replication of the Imo Palm Plantation at the other Zones of the State.

 Released the sum of N10m each to the 27 LGAs for the establishment of palm for the Palm for Palm Development Programme.

 Activated the Oil Palm Revolution Programme of His Excellency in the State tagged “Palm-for-Palm Programme (IKUOLA NKWU) in which N300,000.00 (Three hundred thousand naira) was given to each of the 637 Communities in the State to cue in from the Programme including Imo Citizens in diaspora.

 The programme is aimed at encouraging agriculture in the various Autonomous Communities in Imo State.

 Through Community Government Council, empowered Communities to plant 1 hectare of Oil Palm each for the Palm for Palm development programme.

 Empowered 27 LGAs to plant 1 hectare of Oil palm Plantation in line with “Ikuola Nkwu” which has become the major slogan towards the rehabilitation of Oil Palm.

2. COCOA/CITRUS/COCONUT/KOLA NUT DEVELOPMENT ETC-REHABILITATION AND EXPANSION:

 The State raised 10,000 Cocoa seedlings at Nekede Main Nursery for our farmers.

 Procured over three thousand, four hundred (3,400) cocoa pods, 4,080 seedlings of Citrus (orange), and over 500 Tins of Green Pepper and equally distributed it to Imo Farmers in the State.

 Others raised and distributed are: Coconut, Mango, Kola Nut, and Plantain which have great potentials in replacing Oil Revenue; all geared towards greater agricultural production.

3.RICE:

Imo State has provided about 400,000 hectares of irrigable land for rice cultivation. 

 Presently, 150,000 hectares of this are under cultivation by over 4,300 farm families, to produce 600million metric tons. 

4.CASHEW:        

 Imo State has over eight hundred (800) hectares of cashew plantation located majorly in Njaba, Okigwe, Awo-Omamma and other areas of the State. 

 Efforts are being made to establish a Cashew Processing Plant in the State and it is open for investment.

5. FISHERIES/AQUACULTURE:

 The State has established Fish Hatchery Project that produces over 5 million fish fingerlings with fish ponds located in Umuna-Okigwe, Oguta Hatchery, Songhai Farm Nekede etc.

 Government is poised in partnering with private sector to increase fish production in the State.

6.TOURISM:

 Imo State houses the largest Zoo in the Nekede Zoo, South East of the country. 

 Has the potentials of further development with exotic animals and reptiles and thus is a major tourist attraction capable of generating revenue for the State and country.

 The Oguta Blue Lake of Treasure is also another source of revenue for the state and is a beauty to behold.

 The State has established so many tourist areas that are capable of raising revenue.

 Acquisition of new animals including four (4) Ostriches and four (4) Gazelles.

7.CASSAVA:

 Cassava Demonstration Farms established

 IFAD in collaboration with the State Government during Owelle’s administration established 3.5Ha of cassava farm for 32 members.

a. Trained them on cassava and maize farming.

b. Provided improved cassava stems rich in vitamin A also called Umucas 37 & 38

c. Used service providers to teach them planting spacing and fertilizer application method.

 Ten (10) Ha of highly improved cassava variety planted at Obokwe in Ngor-Okpala L.G.A and the stem distributed to the farmers.

8. PETROLEUM AND ENVIRONMENTAL IMPACT ACHIEVEMENTS:

 Reviewed Draft Reports of EIA/EAR and the accruing review/certification fees paid into the Ministry’s IGR Bank Account thereby improving the States IGR generation.

 Identification and handling of erosion sites and flood prone areas such as Akwakuma, Akpulu (Ideato South), Umudagu Mbieri, Umuejechi Nekede.

 Rehabilitation work at the Nekede road erosion site supervised by the officials of the Ministry and NEWMAP.

 Successfully cart away waste/refuse within the Ministry premises and through the help of Imo State Environmental Transformation Agency.

 The State has succeeded in supervising the desilting of covered and open drains within Owerri Municipality.

 The State Government through the Ministry of Petroleum and Environment in collaboration with the Federal Ministry of Environment organized a 3 (three) day National Environmental Sanitation Day, hosted by Imo State.

 The Ministry supplied and planted 8,175 fruit seedlings of various species in Communities of NEWMAP intervention in Imo State.

9. LABORATORY SERVICES AND ENVIRONMENTAL RESEARCH

       ACHIEVEMENTS:

 Conducted routine scientific and laboratory analyses with respect to the various environmental media-air, water, soil, vegetation.

 Provided scientific and laboratory services in complementation of the duties of the Technical Departments of the Ministry.

 Provided consultancy services in the areas of scientific and laboratory investigations/studies of the environment.

 Rendered scientific and laboratory services to research students and scholars in tertiary institutions.

 Rendered scientific and laboratory services to corporate organizations, private companies, groups and individuals.

 Facilitated/anchored scientific linkage programmes between the Ministry and external organizations at local, national and international levels.

10.IMO PALM PLANTATION (FORMER ADAPALM LTD, OHAJI):

Revitalized the ailing industry by the process of private partnership with foreign companies.

The total revenue up to 2013 stood at N3.2 billion.

 Created job opportunities for 2,450 youths of Imo indigenes.

11. RUBBER:

 Imo State has three Rubber Estates at Obitti, Umuekwunne and Emeabiam of about (4,250) four thousand, two hundred and fifty hectares with (2,400) two thousand four hundred hectares as planted areas. 

 The three Rubber Estates are capable of raising N4.5billion annually.  This sector has been place open for investment.

12. FADAMA III PROJECT:

 The Ministry has implemented about 902 Sub-Projects in the State under Fadama III Project.

 Completed 173 and a total of 160 communities benefited in the State.

 A total of 2,328 jobs were created involving youths and women outside direct beneficiaries.

Trained 8,200 farmers in new farming skills and technology.

 FADAMA 111 funded from the World Bank to support massive cassava cultivation in Imo State.

13. STATE AGRICULTURAL CREDIT LOANS BOARD:

 The Ministry extended a total of N250 Million to Community Government Councils (CGC) for the establishment of 1 hectare Integrated Farms in each of the 637 Communities to boost Food Production in the State through the State Agricultural Credit Loans Board of the Ministry. (N300,000.00 given to each of the 637 autonomous communities through their Ezes for the “Ikuona Nkwu” programme).  

 About N40 million released to the Missionary Schools in the State for the development of School Farms.

14. IMO STATE AGRICULTURAL DEVELOPMENT PROGRAMME (IMO ADP)

 The Imo State Agricultural Development Programme (Imo ADP) delivered Agricultural extension Services which involves the extension of new Skills and technologies to f Supplied Agricultural in-puts to Imo State farm families numbering over 333,000 in order to ensure food sufficiency in the State.

15.  AGRICULTURAL PROCESSING MILLS:

             The State was recognized as Rice and Cocoa State for the first time.

             Imo zoned as a Livestock (Poultry) processing Zone in the Country and South-East in particular.

             The State has Ultra-modern Cassava Processing Mills at Imo State Polytechnic Umuagwo.

             Two (2) Rice Processing Mills have also been attracted to the State and they are located at Onicha Uboma Ihioma in Ihitte Uboma Local Government Area at the old Rice Mill premises and Ohiauchu Arondizogu in Ideato North Local Government Area at the premises of the old Rice mill.

 A  suitable site for cassava flour processing plant at Umuokanne Ohaji, on the way 

16. IMO MODERN POULTRY:

 This is an Integrated Poultry Farm involved in production, processing, marketing and feed milling and occupies 177 hectares of land in Avutu Obowo.

  Moribund for over 25 years but reopened by the Rescue Mission Government of Owelle and is open for investment.

   Has potentials and capable of producing millions of birds yearly.

   The State Government has approved and released the sum of N100m and N75m respectively for the revamp of this project.

 

17. RURAL FINANCE INSTITUTION BUILDING PROGRAMME (RUFIN)

             455 Co-operatives has been formed and registered.

             A sum total of N21,357,120.7 has been mobilized by micro finance     banks. 

             23 new Women groups have been formed and strengthened on the   three L.G.As of Imo State between October- December, 2013.

             170 old groups have been categorized and rated.

             80 groups have been linked to Micro-Finance Banks (MFBs) in Imo State.

             N54,372,776.5 has been disbursed to RUFIN beneficiaries in different RUFIN L.G.As.

18.          FERTILIZER PROGRAMME:

             Attracted Partnership in the procurement of fertilizer for Imo Farmers.

             Planned the establishment of Fertilizer Plant in the State.

19.          OTHER AGRICULTURAL / ENIRONMENTAL ATTRACTIONS

             Attracted the Central Bank of Nigeria (CBN) Anchor Borrowers’ Programme for agricultural development in the State.

             Attracted the Federal program on Youth Empowerment in Agriculture Programme (YEAP).

             Established the Youth Millionaire Club for agricultural development programme.

             De-silting of open and closed damaged systems in Owerri Municipality since 2011 still on-going.

             Hosted and sponsored the commemoration of 2015 National Environmental Sanitation Day.

             Establishment of Multipurpose Plastic Waste Recycling Plant at UNICEF workshop Amakohia (Owerri North LGA).

             Waste Recycling facility Ilile, Ohaji/Egbema LGA which is about 95% completion to be ready for commissioning.

 The re-introduction of Clean-up Exercise at the end of every month and the prompt evacuation and disposal by the Agency.
